If two non-playing umpires are present they must consult before any Law 42 sanction (i.e. Level 1/2/3/4) is applied. If one umpire saw/heard the offence but the other didn't then a sanction can still be applied, as long as both umpires are happy to do so. However, if one of the non-playing umpires present believes that the incident does not meet the criteria for a Law 42 offence then no on-field sanction can be applied (in this event the other umpire can still submit a report using the process above, but the league will of course find it more difficult to take action). If only one non-playing umpire is present they are able to apply Law 42 sanctions on their own authority, though they should of course get feedback from whoever is at square leg first. 

If you sanction a player under Law 42 you MUST report this to the league via the above process, ideally before close of play the same day, and by the following day at the latest. Applying a sanction, but not reporting this to the league, undermines the disciplinary process completely. 

If a player's actions justify a Law 42 sanction it is strongly advised that you apply this immediately, on the field. Delaying, and applying such a sanction at a later point i.e. during tea or after the match, is possible but is not best practice, and is also unfair to the team and player concerned as it removes the chance for them to correct their behaviour at the earliest possible opportunity. 

If you are applying a Law 42 sanction to a batter who has just been dismissed the league strongly advises that you do NOT pursue them off the field (and particularly not into their changing room) in order to do this, as this can escalate the situation and put you in a potentially inappropriate position. It is enough to tell their captain (or another off-field team member if the offender is the captain) that the sanction has been applied, and inform the two batters who are now on the field. 

If you have not applied any Law 42 sanction at the match, but still wish to report a disciplinary offence, you can still do so using the process above. However, unless the offence is very serious it is more difficult for the league to take action if the umpires leave the match without telling the offending player(s) that they are going to be reported.
