GENERAL CONDUCT PROCESS
LEVEL 1 & LEVEL 2 REFERRALS
Upon receipt of a Referral, the YPLN Disciplinary Officer (or, where applicable, the appointed deputy) shall determine whether there is sufficient information and/or grounds to charge the relevant Participant with a breach of the YPLN General Conduct Regulations.
Provided that there is sufficient information and/or grounds, the Disciplinary Officer shall initiate the actions outlined below for referrals classified as Level 1 or Level 2 offences:
Contact the respondent’s club and ask them to impose the appropriate sanction on the respondent. This approach should avoid any monetary penalty, and any playing ban would be limited to bans from YPLN matches only, not a full-week bans from all cricket. Either the respondent or the club must indicate within 24 hours whether they accept or reject the charge.
If the above proposal is either rejected or the 24-hour rule is not met the Disciplinary Officer will issue a Summary Charge Notice to the Adjudicator. If the Adjudicator considers that the matter is appropriate for summary procedure the Disciplinary Officer will provide a charge letter to the Respondent’s Club to share with the Respondent as in GCR paragraphs 22 – 28 entitled ‘Summary Procedure’.
If the above is not resolved the Disciplinary Officer will initiate a panel hearing and the process in Regulations 29-39 will apply.
LEVEL 3 & LEVEL 4 REFERRALS
Upon receipt of a Referral, the YPLN Disciplinary Officer (or, where applicable, the appointed deputy) shall determine whether there is sufficient information and/or grounds to charge the relevant Participant with a breach of the YPLN General Conduct Regulations.
Provided that there is sufficient information and/or grounds, the Disciplinary Officer shall initiate the actions outlined below for referrals classified as Level 3 or Level 3 offences:
The Disciplinary Officer will appoint a Disciplinary Panel Chair, who in turn will appoint a Disciplinary Panel, and the Disciplinary Officer will arrange a Hearing.
The Disciplinary Officer will confirm to the Respondent (either in the Charge Letter or separately) the identity of the Disciplinary Panel members, where and when the Hearing will take place and, if the Hearing will take place virtually rather than in person, by what means.
If the Respondent is unable to attend a Hearing at that date or time, the Disciplinary Officer will attempt to reschedule the Hearing.
