PRE-SEASON ECB PREMIER DIVISION
Below are a snapshot of requirements as per the league rules. They are are by no means the full list! Club officials should check the league rules at all times.
All club CSO's, Captains, and Officials should make themsleves aware of League Rule11.8 regarding the Safeguarding of Scorers
Captains Submissions
Match Result: All home teams are responsible for submitting the result via play-cricket by 9.30pm on the day of the match. If the match is on a neutral ground (cup final etc) the submitting of the match result will be the responsibility of the winning side.
Captains Marks: Teams are required to ensure that the marking of grounds and umpires via ‘Who’s the umpire’ is undertaken by the team captain or a responsible person using the appropriate guidelines by 17.00 on the Tuesday following the match'. Teams in this division only who fail to meet the deadline will be deducted One League Point per offence along with 10% of the next ECB Grant.
Match Scorecards: All home teams are responsible for uploading a fully completed and correct scorecard by 9.30pm on the day of the match.
Populating Scorecards:
All clubs are required to ensure that the name of both scorers and both umpires are named on each and every scorecard.
If there is not a scorer or umpire present add in either / or no umpire present or nor scorer present.
The names of competing players on both sides must be complete and correct.
Safeguarding Scorers
All club CSO's, Captains, and Officials should make themsleves aware of League Rule11.8 regarding the Safeguarding of Scorers.
Junior Cricket
Teams already in ECB Premier who who do not have three junior teams playing hardball cricket in an ECB recognised junior league will be relegated into a divison where they meet the criteria at the earliest opportunity.
Girls Cricket
By 31st March 2026. As a minimum - Clubs must have a designated Lead Activator for Girls’ Cricket, ideally someone relatable to young female players. As a minimum - Clubs must have a girls section in place.
By 31st October 2026. Clubs must have played a minimum of one Girls fixture indoor or outdoor, softball or hardball, competitive or friendly recorded on play-cricket by 31st October 2026. Thereafter, any club failing to meet the girls’ playing offer requirements will be ineligible to play in the two 1st XI divisions of an ECB Premier League.
'TMP' Players
By 10 April 2026 clubs with teams in the Premier Division must ensure that every player from their club who will compete in these divisions is a fully registered member on play-cricket. In basic terms this means no 'TMP' players can be on scorecards in this division. Click here
Umpires
David Ward (l_ward@sky.com) will appointment 2 umpires for all League and Cup Fixtures.
Appointments will be sent to Captains early in the week through Whos The Umpire - all Captains need to be registered on WTU.
Marking of (Grounds and) Umpires:
33.5 Captains Marks - ECB Premier Division. Clubs and teams are required to ensure that the marking of grounds and umpires via ‘Who’s the umpire’ is undertaken by the team captain or a responsible person using the appropriate guidelines by 17.00 on the Tuesday following the match.
The responsible person needs to have been at the game!
Cup Competitions
T20 Blast, T20 Plate, Championship Cup, Hundred Cup - David Ward (T20 Blast only) and Matt Harris (remaining cups) will appoint 2 umpires for these Cup Fixtures
Hundred Plate, Readman, Conner, Wilberfoss and Midgley. Matt Harris will appoint 2 umpires for the Finals only
Scorers
NEW RULE: Rule 11.8
I.A team providing a scorer under the age of 18, must make sure that there is an individual with the team appointed to be 'in loco parentis', with the opposition team made fully aware who that person is.
II. It is the responsibility of the home teams club safeguarding officer and Chairperson to ensure the scorers sit in a fixed safe place, away from the access of the public for the protection of both scorers. Movement away from this agreed place must not occur during play.
III. The fixed safe area must be risk assessed by the home teams CSO and Chairperson, to ensure safeguarding commitments with their club are met. It is the responsibility of the host club to ensure scorers are not put in an area which exposes them to additional pressure or abuse from the public.
PCS Pro Update: Make sure you have the latest version of PCS Pro installed. The latest version is v9.11.0.
Laptop Ready: Due to Windows updates, PCS Pro will no longer be supported on Windows 10 laptops. Laptops used to score will need to either be updated or new ones purchased which have Windows 11 (not S mode) and recommended with at least 4GB RAM. (non-live streaming matches)
Safeguarding: DBS is still not required for scorers at club level but all scorers over the age of 18 are reminded to complete the Safeguarding Level 2 (SGL2) online training via the e-learning hub at https://booking.ecb.co.uk/event/05db6e4c-ed4c-4ff6-9ec1-f8768bf312cb/regProcessStep1 Club safeguarding officers will need to know about their completion.

Category 3 Amateur Players
Officials at clubs who are considering signing on a player as a Category 3 [Amateur] should always take into account the league rules and should probably end that consideration if league rule 39.4 [IX] cannot be met. The rule asserts that ‘’To qualify as a Category 3 (Amateur) Player the following criteria must be met: Playing sport is incidental to the reason for coming to the UK’’
Complaints & Protests
Protests and Complaints are time consuming and costly for league officials especially when several members are involved and legal advice has to be taken. The number of complaints in recent seasons has risen dramatically with the majority believing that they can just make an accusation via Facebook etc! Please ensure that officials and others at your club are aware of this?
Play-Cricket
Club Officials must ensure that play-cricket is kept up to date.
Rule Changes
8.5 [v] All Beckett divisions below D1 will consist of 10 teams except the bottom division where numbers may vary. Each team will play each other team twice on a home and away basis unless there are exceptional circumstances.
11.8 Safeguarding Scorers

14.1 [VI] Clubs wishing to cancel a scheduled match due to the unavailability of players must obtain permission from the League Management if they wish to still go ahead with a fixture in a lower division without breaking team strengthening rules.
21.1 [iii] In all divisions the cost of teas will be borne by the host club.
31.3 In Division 1 and below, each club will be responsible for providing a non-playing umpire for each match and must satisfy themselves as to the ability of such umpires. Such umpires will umpire for the whole match.
31.4 In Division 1, if only one team provides a non-playing umpire then that team can decide whether or not their umpire acts as the bowler's end umpire for the entire match, and the other team must accept their decision. This decision cannot be reversed once the match starts. If the sole non-playing umpire does act as the bowler's end umpire for the entire match then the team that has not provided a non-playing umpire must pay a minimum of £25 [though paying half the umpire's fee, if greater, is strongly encouraged], before the match starts, to the team that has provided a non-playing umpire. However, if the sole non-playing umpire does not act as the bowler's end umpire for the entire match then no such payment is required. Either way, players from the batting team will act as the other umpire.
31.5 In Division 2 & below, if only one team provides a non-playing umpire [or scorer], the captains must reach agreement as to whether that umpire will act as the bowler's end umpire for the whole match, or remain at one end. This decision may not be changed once the match starts by either captain. Either way, players from the batting team will act as the other umpire. Teams are strongly encouraged to reach a fair agreement regarding any sharing of costs.
